Mohammed Dahlan Leads Humanitarian City Project in Rafah With Hamas Approval Against PA Wishes

A pilot project to establish a humanitarian city in Rafah, southern Gaza Strip, is advancing under the leadership of Mohammed Dahlan, a figure familiar to Israelis. Dahlan, formerly a senior security official in Gaza and a leading member of Fatah, is backed by the United Arab Emirates and holds influence in the White House. He acts as an advisor to former President Donald Trump's administration on Gaza affairs and manages communications with key US officials Steve Witkoff and Jared Kushner. Hamas has approved Dahlan's role in leading the Rafah initiative, despite opposition from the Palestinian Authority.

Earlier this week, Israeli officials informed the US administration that militants involved in the October 7 massacre are not immune to targeted killings. However, Jerusalem acknowledges a willingness to negotiate targeted killings unrelated to the recent attacks. Meanwhile, Prime Minister Benjamin Netanyahu stated that Israel rejects the 15-point document and that the IDF will not withdraw until Hamas is disarmed.
