Netanyahu and Defense Minister Approve Infrastructure Work in East Rafah for Palestinian Housing Project

Israeli Prime Minister Benjamin Netanyahu and Defense Minister Israel Katz have authorized the start of infrastructure and rehabilitation work in East Rafah, part of a plan to establish a residential complex for Palestinians in an area outside Hamas control. The decision was made about two weeks ago alongside approval for the entry of a multinational force into the Gaza Strip but has not been officially announced until now. The work will take place in the so-called "Green Rafah" area, located within the yellow line and under Israeli Defense Forces (IDF) control. This zone was cleared during recent military operations and is currently empty.

The approved phase includes groundwork such as earthworks and installation of electricity, water, and sewage systems. Palestinian contractors and workers from Gaza are expected to carry out the work, subject to security vetting by the Shin Bet to allow their entry into the IDF-controlled area. Actual construction is anticipated to begin within a few weeks. However, the current approval does not permit placing caravans or portable buildings, with such authorization unlikely before November 2026, after the Israeli elections.

The move signals Israel's initial steps toward preparing the area for future Palestinian habitation, while Hamas has yet to disarm. The Prime Minister's Office responded to the report by stating it misrepresents facts and recycles old information, clarifying that the project is a known pilot supported by the United Arab Emirates, located deep inside Gaza near the yellow line. The IDF has cleared the area of terror infrastructure, including tunnels, and insists that electrical, sewage, and water work will not be performed by Gazan contractors but will be supervised by the military.

Meanwhile, Arab states have launched a campaign against Israel over the decision, demanding a withdrawal. The development reflects ongoing tensions and cautious steps in Gaza's reconstruction amid security concerns.
