India Supplies Israel With Over 2,500 Weapons Shipments Since October 2023

A new Amnesty International report reveals that since October 7, 2023, India has delivered 2,596 shipments of weapons, ammunition, and military components to Israel. These transfers, continuing through November 30, 2025, stem from close cooperation between Israeli defense firms like Elbit Systems, Israel Aerospace Industries, and Rafael, which have adapted to India's "Make in India" policy aimed at boosting local production and self-reliance.

Despite India's push for domestic manufacturing, it remains Israel's largest defense customer, accounting for approximately 29% of Israeli defense exports between 2021 and 2025. According to Stockholm International Peace Research Institute data, India imported $20.6 billion worth of Israeli defense products in that period, surpassing Germany and the United States. Israeli Defense Ministry data shows total Israeli defense exports reached about $71 billion during those years.

Amir Baram, CEO of Israel's Defense Ministry and a key figure in the bilateral defense relationship, highlighted the strategic alignment among Israel, India, and other regional partners in response to Iranian military expansion. Israel has also supplied advanced defense systems to countries like the UAE, Cyprus, and Greece.

Amnesty's analysis of Indian official records details shipments including over 390,000 small arms parts, nearly 565,000 explosive ammunition components, and military vehicle parts. The report criticizes India for structural failures in adhering to international arms trade standards, notably lacking explicit human rights due diligence requirements. India has not joined the 2013 Arms Trade Treaty, aiming to maintain versatile procurement options, with Russia and France as its top suppliers alongside Israel.

The report also notes that despite embargoes by some countries, Israel continues to receive arms from the US and Germany, with some shipments routed through nations like Slovenia and France, despite political opposition from leaders such as French President Emmanuel Macron.
