France's Defense Exports Decline Amidst Israeli Market Success

France's military exports have seen a slight decrease, falling to 21.24 billion euros in 2025 from 21.59 billion euros the previous year, according to the French Ministry of Defense. This downturn occurs as the global arms market expands and Israeli defense exports reach record highs, intensifying competition between Paris and Jerusalem for key markets. Approximately 40% of French arms sales are in aviation, including a significant $7.5 billion deal for 26 Rafale fighter jets to the Indian Navy.

India remains a crucial market for both nations. It accounts for 32.4% of French arms exports and 29% of Israel's defense exports. To reduce its reliance on imported missiles, particularly from Israel and Russia, India is transferring technology from state-owned enterprises to the private sector to boost domestic production of air defense and surface-to-surface missiles. Despite this, India approved the purchase of Space 1000 guidance kits from Israel's Rafael company in December, with total deals between India and Israel reaching $8.6 billion since the start of 2026.

Meanwhile, the ongoing conflict in Ukraine is impacting Russia's resources, with its budget deficit exceeding 5.5 trillion rubles, leading to a 35% cut in civilian spending. Russia is also facing issues with its 'Rassvet' communication satellites. In a separate development, Greek company ELVO, part of Sami Katsav's SK Group, is investing 40 million euros to modernize a plant in Thessaloniki, creating 300 jobs for the production of armored vehicles and anti-drone systems.
