Foreign Influence Networks Fuel Chaos and Polarization Ahead of Israeli Elections

As Israel approaches its September 2026 elections, concerns over foreign interference have intensified, with reports revealing extensive covert influence operations targeting Israeli society. A recent 114-page report by Fake Reporter and the Brandeis Institute exposes 46 foreign influence networks active across social media platforms, aiming to sow discord, undermine trust in democratic institutions, and exacerbate societal divisions. These networks, linked to countries including Iran, Russia, and various Arab states, impersonate a wide range of Israeli personas and organizations to manipulate public opinion.

The State Comptroller's report highlights severe shortcomings in Israel's preparedness to counter such digital influence campaigns, noting a lack of coordinated national policy and governmental leadership. It cites instances such as Iran and Hezbollah sending millions of false emergency alerts to Israeli citizens in 2024 to incite panic. Shin Bet Chief David Zini has identified foreign interference as the second most critical threat after large-scale terror attacks, with the agency dedicating significant resources to counter these efforts.

The foreign networks exploit all major social media platforms, especially X (formerly Twitter), Facebook, Telegram, and Instagram, distributing disinformation that targets both right and left-wing factions, minority groups, and key societal issues. Their tactics include spreading false narratives about government corruption, inciting violence, encouraging emigration, and even recruiting Israelis for subversive activities. Some operations have extended beyond the digital realm into physical actions like posting propaganda posters.

Experts emphasize that Israel lags behind other democracies in regulating social media platforms and enforcing transparency, leaving the public vulnerable to manipulation. Maya Ilani, CEO of the Brandeis Institute, calls for urgent legislative action akin to the European Union's Digital Services Act to impose accountability on tech companies. The pervasive influence campaigns threaten not only political stability but also national security, with the potential to deepen societal fractures and destabilize democratic processes.

The reports underscore the need for a unified governmental response, increased public awareness, and robust digital literacy to mitigate the impact of foreign interference.
