Last season, the club's budget was approximately 9 million shekels, above the league's minimum requirement of 8 million shekels, which must be secured by August 31.

However, sources close to the club report that these investment talks have stalled due to financial and bureaucratic challenges, including Canadian regulations on transferring donations to Israel. These issues have delayed the completion of the investment and the inflow of funds, creating a cloud of uncertainty over the club's preparations for the new season. As a result, Hapoel Be'er Sheva finds itself uniquely unsettled among Premier League teams, facing a challenging path forward with many unknowns.
