Israeli President Herzog Visits Rehabilitation Village for Adults with Disabilities in Rosh HaAyin

Israeli President Isaac Herzog toured the rehabilitation community village of the Perach Israel network in Rosh HaAyin, funded and supervised by the Ministry of Welfare and Social Security. The village provides a home and therapeutic care for approximately 230 adults with disabilities. Herzog was welcomed by Perach Israel CEO Rabbi Moshe Stein, professional director Prof. Ze'ev Rotshtein, deputy CEO Rabbi Michael Dor, village manager Yafit Bergig, Deputy Director of the Welfare Ministry Moshe Lavon, representatives from the Disabilities Administration and Central District, and Rosh HaAyin Mayor Raz Shagai.

During the visit, Herzog toured residential areas, employment centers, and therapy and leisure facilities. He spoke with residents about their daily routines and the activities that promote their independence, responsibility, and sense of capability. Network leaders presented the extensive renovations and expansions made in recent years, including building refurbishments, increased nursing staff, recruitment of hundreds of employees, and the integration of treatment, leisure, and enrichment programs.

Rabbi Stein highlighted the professional model combining emotional and behavioral therapy, advanced therapies, active employment, community life, and close psychiatric support. This approach has significantly reduced psychiatric medication use, with some residents decreasing dosages by up to 70% under professional supervision. The village also offers year-round support, providing residents with a permanent home, social life, and warm human accompaniment, especially for those without other housing options.

President Herzog praised the transformation of the village from a dilapidated site into a unique and respectful community, emphasizing the dignity and love shown to all residents regardless of background. He thanked the staff for their meaningful work and wished them success. Deputy Welfare Ministry Director Moshe Lavon commended Herzog’s commitment to advancing people with disabilities in Israel and reaffirmed the ministry’s dedication to promoting independent living and full community integration. Mayor Raz Shagai expressed the city’s close connection to the village and noted the community’s support during the recent conflict, hosting half the residents in local schools.

The Perach Israel network operates nationwide, serving about 15,000 children and adults with disabilities across more than 30 cities and towns, making it Israel’s largest education, treatment, and rehabilitation network for people with disabilities.
