Israeli Government Ministries Ranked by 2025 Task Completion Rates

The 2025 government task performance report ranks Israeli ministries by their success in meeting set objectives. Overall, ministries achieved an average completion rate of 85%, with three ministries fulfilling 100% of their assigned tasks and one reaching 99%. The top five ministries include the Ministry of Communications led by Shlomo Karhi, two ministries headed by Otzma Yehudit party ministers, and the ministry of Minister Orit Strook. The Ministry of Heritage, under Minister Amichai Eliyahu, also ranked among the highest performers. Officials from the Ministry of Heritage explained their significant improvement from the previous report, attributing past low scores to budget delays from the Finance Ministry and resource diversion to support the Gaza border area, which affected their core activities.

At the lower end of the ranking are the Ministries of Foreign Affairs, Social Equality, Energy, and Regional Cooperation, with the lowest-performing ministry completing only 33% of its tasks. The gap between the highest and lowest ministries is 67 percentage points. Significant disparities were also noted among subordinate agencies. Leading agencies include Tenufa LeTzafon, the Competition Authority, and the National Civil Service Authority, while the Population and Immigration Authority, National Planning Headquarters, and Rabbinical Courts Administration ranked lowest.

The report also highlighted that some bodies, such as the IDF and Shin Bet, have fewer assigned tasks, which should be considered when comparing completion rates across entities.
