Three weeks before the Knesset elections, Liran Avishar Ben Horin is leaving Keystone Infrastructure Fund, where she established and managed the K-Comm communications arm. Avishar Ben Horin, formerly the Director General of the Ministry of Communications, is running in the elections in fifth place on the "Achva" list led by Naftali Bennett and Yair Lapid. The elections are scheduled for October 27.
Keystone announced on Sunday that Tal Alimalech will succeed Avishar Ben Horin as CEO of K-Comm. Avishar Ben Horin concludes nearly three years at the fund, having joined in December 2023 to build and lead its communications infrastructure sector. Her departure follows increased political activity in recent months. Her connection to Bennett's party began during her tenure at Keystone, as she was revealed in May 2025 as a founder of the "Bennett 2026" party, responsible for its work plans in government, economy, education, and transportation. In April of this year, she was alongside former Director General of the Ministries of Finance and Transportation Keren Turner. Bennett's party has since merged with Lapid's Yesh Atid to form the joint "Achva" list, with Avishar Ben Horin securing the fifth position.
Avishar Ben Horin joined Keystone eight months after concluding her term as Director General of the Ministry of Communications from 2020 to 2023. During her time at the ministry, she advanced initiatives such as fiber optic deployment, 5G network rollout, and the reform of Israel Post ahead of its privatization. At Keystone, she established the fund's communications operations, including efforts to acquire assets in the communications sector and expand into data center operations. A significant achievement was Keystone's participation in the consortium that acquired HOT Mobile for 1.8 billion shekels, a deal approved by the Ministry of Communications in late August. Keystone and Dalia Retail each hold 40% of the company, with Leumi Partners holding 20%.
Tal Alimalech, who previously headed the innovative transportation systems and experiments department at Netyvei Ayalon's technology and innovation division, will replace Avishar Ben Horin. He previously spent nine years at the Ministry of Communications, serving as Senior Deputy Director General for Strategy, Planning, and Innovation, and was involved in advancing the 5G spectrum tender. Alimalech will manage K-Comm's activities in cellular, fiber optics, data centers, and digital infrastructure.
Keystone CEO and founder Navot Bar thanked Avishar Ben Horin for her work, stating that her contribution in public service would undoubtedly be substantial and high-quality.
