ZAKA hosted a joint study day with senior officers from the Jerusalem and Central Districts of the Israel Home Front Command, aimed at improving personal familiarity between commanders and teams, deepening cooperation, and creating more efficient work interfaces for joint field activity and emergency incidents.
The Home Front Command delegation included Col. Ohad Moial, commander of the Jerusalem and Central District, Col. Eli Kinsberg, acting district commander, Col. Michael Galinski, the district chief of staff, Lt. Col. (res.) Maayan Yaakov, head of personnel, Maj. Rabbi Shlomi Matot, district rabbi, Maj. Yoni Branfield, deputy district rabbi, as well as battalion officers, rabbis, and dozens of district officers and rabbis. ZAKA was represented by CEO Dovi Wisnshtern, operations VP Haim Weingarten, and dozens of district, area and team commanders from the Jerusalem and Central regions, including Jerusalem District commander Bentzi Oiring, Central District commander Moshe Gamro, Central District operations officer Yehuda Marcus, Shephelah area commander Mendi Haviv, Beit Shemesh commander Abrami Kapp, and Jerusalem District team leader Eli Pollak, who also serves as deputy CEO of United Hatzalah.
During the seminar, both organizations presented their operational capabilities, the district’s organizational structure, and field procedures. Weingarten also reviewed ZAKA’s work at emergency scenes and the ongoing cooperation between the organizations in routine operations and emergencies. The participants heard professional briefings, discussed operational challenges, and held a joint dialogue intended to strengthen coordination.
The event emphasized the importance of combining ZAKA and Home Front Command forces in order to save lives, assist civilians, and provide a rapid, professional response in daily operations and emergencies. ZAKA CEO Dovi Wisnshtern said that the partnership is “a significant asset in an emergency,” adding that personal familiarity and joint work before an incident allow both sides to act “quickly, in coordination and efficiently when it matters.” Col. Moial said the connection between the two bodies is based on years of joint field activity, and that the seminar was meant to deepen familiarity and ensure that, in an emergency, they can work together in the “most professional, fastest and best” way for Israeli civilians.
