This directive was issued despite warnings.
A second document, from October 1, 2023, reportedly noted that "Israel stands on the verge of a historic peace agreement with Saudi Arabia. An equivalent level of security activity must be maintained." This suggests a desire to avoid actions that could jeopardize the normalization process.
Earlier on Saturday, The Atlantic reported that on September 26, 2023, the then-head of Egyptian intelligence, Abbas Kamel, visited Israel. He allegedly warned that Hamas was preparing for a major attack.
