New Report Warns of Severe Security Risks to Israeli Air Force Bases in Negev

A new emergency report warns of escalating security threats to Israeli Air Force bases and strategic facilities in the Negev desert, particularly as the third anniversary of the October 7th attack approaches. The report, compiled by the Rivman Institute for Negev Development with input from former security officials, highlights that weak governance and the proliferation of illegal weapons in surrounding areas could cripple the Air Force's capabilities during multi-front escalation scenarios. Key military assets, including Nevatim Airbase, along with Hatzor, Tze'elim, and Ramat Hovav complexes, are situated near civilian areas experiencing what the report terms a "governance vacuum," posing a growing strategic challenge.

The report estimates approximately 130,000 illegal weapons are present in the Negev, with a significant portion stolen from IDF bases. It documents at least 14 major raids on military bases where large quantities of ammunition and dozens of weapons were stolen. The illicit arms market is active, with an M-16 rifle reportedly renting for 500 shekels daily and a machine gun for 1,000 shekels. In 2025 alone, authorities confiscated 119 explosive devices in Arab communities.

Concerns about increased Iranian espionage are also detailed, with incidents in 2025 and 2026 involving the recruitment of Israelis to photograph strategic sites, notably Nevatim Airbase. The report cites the case of a teacher accused of documenting fighter jet movements for Iranian intelligence.

Furthermore, the report flags a rise in shooting incidents near military bases, with one bullet hitting a military aircraft. Drone infiltration into bases presents a new technological threat. The report criticizes a shortage of police and investigators in several Negev stations and notes the ministerial committee for Negev development has not met for two years to discuss governance.

A hypothetical scenario is presented where a multi-front escalation coincides with civil unrest and the closure of major Negev routes, hindering reinforcement. Armed cells could exploit proximity to residential areas and terrain for attacks on aircraft using precise gunfire or explosive drones, potentially impacting Israel's air operational capacity during peak conflict.

Recommendations include designating the area around Nevatim, Hatzor, Ramon, and Tze'elim bases as a "Nevatim Envelope" with special national security status and enhanced enforcement. The report calls for a coordinating government body with authority and budget, completion of eastern border technological barriers, increased control over training areas, a dedicated drone defense system, and securing key transport routes. Legislative changes, bolstering southern enforcement units, and greater transparency regarding arms leaks are also recommended.
