Resident Challenges Mayor's Cancellation of Council Meeting Amidst Political Dispute
A resident of Kiryat Ye'arim (Telzstone) has lodged a sharp complaint with the Ministry of Interior and the Jerusalem District Commissioner, alleging improper conduct by Mayor Yitzhak Revitz. The resident, Shlomo Urbach, is requesting an urgent investigation into the legality of the mayor's management of council meetings, warning of severe damage to proper administration and the standing of elected officials.
According to Urbach's letter, a regular council meeting scheduled for September 15, 2026, at 6:30 PM was abruptly canceled by Mayor Revitz around 6:40 PM, shortly after it began. The mayor entered the meeting room, wished attendees a "good year," and announced the cancellation without any procedural steps or legal justification. This incident follows a similar event on August 8, 2026, where the mayor removed agenda items and closed a meeting after its commencement.
The recent cancellation is particularly contentious, as it occurred before the meeting officially opened, with council members and staff already present. Sources indicate the dispute stems from a municipal tender for advertising spaces. Opposition council members discovered clauses allowing the council staff to remove advertisements, fearing political censorship and the disqualification of campaign materials from opponents. They also noted that outdoor signage concessions legally require full council approval, not just committee consent.
When council members arrived on September 15 intending to vote against the tender, the mayor reportedly realized he lacked a majority and opted to cancel the meeting entirely. The core legal question raised is the mayor's authority to unilaterally cancel a lawfully convened meeting. Urbach argues that local council regulations and ordinances provide specific procedures for postponing meetings or altering agendas but do not grant the mayor arbitrary power to dissolve a session with a quorum present.
Conversely, some council members suggest the municipality's legal counsel supports the mayor's actions, citing broad powers in managing the agenda. This situation highlights a broader concern among elected officials about the perceived subservience of municipal legal advisors to the head of the authority, hindering the majority's ability to exercise its electoral power. Urbach urged the Ministry of Interior to take immediate action and issue clear directives to ensure council meetings adhere to the law and proper administrative practices.
Mayor Revitz responded that the meeting was canceled at the last minute for further clarification on an agenda item, in accordance with legal counsel's advice, and that another meeting was scheduled. However, the subsequent meeting also failed to open due to a lack of quorum, attributed to the sensitive political situation within the council.
