Expert Proposes External Oversight for West Bank Waste Fires
Uncontrolled waste fires in the West Bank have become a significant source of air pollution affecting both Israelis and Palestinians, according to Dr. Adi Levi, head of the MA program in "Sustainability in Urban and Rural Spaces" at Achva Academic College. These fires, often occurring at unregulated sites, release dangerous pollutants like dioxins and carcinogens, contributing substantially to Israel's air pollution figures. Data from 2024 indicates that municipal and agricultural waste fires account for 75% of reported carcinogenic air pollutant emissions, 27% of fine particulate matter (PM2.5), and 19% of coarse particulate matter (PM10).
Levi explains that while Israel has been developing waste management infrastructure, the West Bank lacks such facilities, leading to the "pirate" solution of unregulated dumping and burning. He notes that despite a reduction in emissions from other sources like coal power and transportation, waste fires are increasingly overlooked by decision-makers. A severe incident in December 2025 near Shoham led to high benzene levels, prompting health advisories for residents to stay indoors.
The pollution transcends borders, impacting communities on both sides of the Green Line. Levi advocates for a joint solution, emphasizing that air pollution affects everyone regardless of background. He suggests seeking external funding and management, possibly from the European Union or Gulf states, to establish infrastructure for waste separation, recycling, and energy production in the West Bank.
Levi proposes appointing an "adult in charge" to manage and finance a joint implementation plan, citing the urgent need to protect vulnerable populations from harmful emissions. He suggests starting pilot projects near Palestinian cities like Qalqilya and Tulkarm, which could create a circular economy and incentivize avoiding waste burning, thereby significantly reducing air pollution and related health issues across the region.
