Northern Israel Infrastructure Repair Stalled by Bureaucratic Delays
Nearly two years after the Israeli government began formulating plans for the rehabilitation of northern Israel, significant delays persist in implementing these initiatives, particularly concerning transportation infrastructure. While similar recovery efforts in the south are progressing rapidly, residents and business owners in the north report a lack of response and stalled government funding.
A government decision in 2024 allocated 15 billion shekels for northern recovery, with approximately 600 million shekels designated for transportation infrastructure. However, it took until June of the following year for a specific government resolution to formalize these allocations. Even then, only 164 million shekels were released recently, a day after the CEO of Netivei Israel (Israel National Roads Company), Nissim Peretz, publicly stated that not a single shekel had been received for road repairs in the north.
The State Comptroller's report highlighted the ongoing delays, attributing responsibility to a lack of clear governmental policy and the constant shifting of authority between ministries. Various government bodies, including the Ministry of Defense, Ministry of Interior, Ministry of Finance, and the Prime Minister's Office, have been involved in developing and approving plans, leading to a fragmented and slow process. Organizational instability has also plagued the program, with the head of the implementation staff resigning in December 2024 due to reduced authority.
Despite numerous government decisions since the October 7th outbreak of war, operational decisions for rehabilitation only began in July 2025. While approximately 13.3 billion shekels out of the total 15 billion shekel five-year plan have been allocated, the actual disbursement and implementation of projects, such as the 600 million shekel transportation infrastructure plan, have been significantly hampered. The delay is characterized by a blame game between the Ministries of Transportation and Finance regarding the release of funds, with the Ministry of Transportation stating that the funds were not transferred by the Treasury until very recently.
