US Court Holds Iran, North Korea Legally Responsible for Oct. 7 Attacks

A federal court in Virginia has ruled that Iran and North Korea bear joint legal responsibility for the October 7, 2023, terror attacks carried out by Hamas and other organizations against Israel. The decision came as part of a lawsuit filed by 47 American citizens, including victims of terrorism and their families, who sought to hold accountable nations they claim provided direct and indirect support to the groups responsible for the assault.

The court found that North Korea's support for Hamas and Islamic Jihad went beyond mere political or verbal backing, providing crucial assistance over the years for the groups' operational capabilities. Specifically, the ruling stated that Pyongyang supplied military training, weaponry, and technical expertise related to underground infrastructure and tunnel construction. These capabilities have become a central element of terrorist organizations' operational methods in Gaza, used for combat, movement, weapon concealment, and other activities.

Alongside North Korea, the court also assigned substantial responsibility to Iran due to its ongoing support for Palestinian terrorist organizations. The ruling effectively determined that both nations significantly contributed to the military and operational infrastructure that enabled the October 7 attacks.

This landmark decision establishes a legal precedent that countries supporting terrorist organizations can be held directly liable for damages caused by those groups' actions, even if the supporting nations did not directly perpetrate the attacks.
