China Launches Global Alliance Against Cyber Fraud, Excluding Western Nations

An International Alliance Against Telecom and Cyber Fraud was launched in Lianyungang, Jiangsu province, China, on September 10. The alliance includes 46 founding member countries, such as Russia, Vietnam, Laos, Kenya, Cambodia, and Pakistan. Iran has been granted observer status. Notably absent from the founding members are the United States, Canada, the United Kingdom, and other key Western nations, as well as Israel.

The alliance's stated goal is to foster cooperation among law enforcement agencies from different countries to combat cross-border telecom and cyber fraud, and to protect the rights of citizens, legal entities, and organizations. Beijing has reported progress in this area, claiming that cooperation has been established with over 30 countries, including the UAE, Spain, and Myanmar, in recent years. Chinese authorities state that over 20,000 fraud suspects have been extradited due to these efforts since 2026. Specifically, joint operations against organized fraud groups have been conducted with Myanmar since 2023.
