Romania Introduces Black Card for Spectator Misconduct in Youth Soccer

The Romanian Football Federation has approved the use of a black card in children's and youth matches, a move that has surprised the global football community. This new measure allows referees to issue a black card to the crowd, specifically targeting aggressive behavior from parents, in an effort to curb bullying and pressure tactics.

The black card is intended as a third warning after two previous game interruptions. The first is a temporary pause to calm the crowd, followed by a ten-minute suspension. If the disruptive behavior persists after the black card is shown, the match is forfeited. While no individual is ejected, the entire crowd must leave if the game is ultimately called off.

This reform did not require approval from the International Football Association Board (IFAB), FIFA's rule-making body, as it falls within the referee's discretion to suspend or abandon a match. The Romanian Federation officially announced the decision on September 11th, following a standard federation meeting.

There is a theoretical possibility for the black card to be implemented in other countries, including Israel, as it was an internal decision by the Romanian Federation. However, its effectiveness is yet to be determined, as it has not yet been used in an official match. Decisions regarding its wider adoption, especially for adult leagues, are expected at the end of the season.

The potential regulatory implications are unclear and may vary by country. In Romania, the card is issued after a ten-minute suspension, which is already a significant penalty. It could potentially serve as an additional step in existing disciplinary measures, distinguishing between aggravated and particularly aggravated misconduct.
