AI Data Centers Pose New Insurance Challenges, Rivaling Global Disaster Bond Market
The rapid expansion of artificial intelligence infrastructure, particularly data center campuses, has created a significant insurance challenge, with the potential risk of a single facility now rivaling the entire global market for catastrophe bonds. A single data center campus can carry an insured value of $20 to $30 billion, representing about a third of the roughly $66 billion global catastrophe bond market. Catastrophe bonds, or CAT bonds, were developed in the 1990s to insure against predefined natural disasters like hurricanes or earthquakes, offering investors high yields in exchange for taking on risk.
While the CAT bond market is experiencing a record year with $18.9 billion in issuances by early 2026, data centers have yet to directly tap into this market. Current insurance solutions involve reinsurance agreements and specialized structures as insurers grapple with pricing and capacity for data center risks. The market anticipates the first dedicated data center risk transaction within 12 to 18 months.
The primary difficulty in insuring data centers lies not in natural disasters, which are well-modeled, but in unique operational risks. Fires, water damage, power outages, and business interruptions are harder to quantify. Furthermore, the geographic shift of data centers to regions like Texas and Arizona introduces new risks such as tornadoes and hail, requiring different modeling approaches. Insurers and lenders are also considering coverage for sabotage, war, and cyberattacks.
This insurance challenge has broad implications for capital markets, as data center investments, funded by debt, equity, and sovereign wealth, are substantial. The need for external capital to back insurance for these facilities highlights how AI infrastructure development is drawing heavily on global financial markets. For Israeli investors, this could mean increased exposure to catastrophe bonds as the market expands, and for Israel itself, the unique risks, particularly war, pose significant insurance and capital cost considerations for domestic data center development.
The concentration of value in fewer, larger data center facilities presents a growing risk, contrasting with the financial market's trend of diversifying risk across numerous assets. While efficient, this concentration makes insuring these critical infrastructure hubs a complex problem.
