Israel Justice Ministry Strikes 788 Non-Compliant Associations

The Registrar of Associations in Israel's Ministry of Justice has officially de-registered 788 associations for failing to submit their required annual reports, including financial and narrative statements. This action follows an extensive process involving multiple warnings and opportunities for the organizations to rectify their reporting status.

The law mandates that associations submit annual reports detailing their activities, finances, top salaries, and foreign political donations, if applicable. These reporting requirements are designed to ensure transparency and provide the public, donors, and stakeholders with reliable information about the associations' operations.

Initially, 835 associations were flagged for non-compliance. After warnings and a public notice in March 2026, 47 associations submitted their overdue reports. The remaining 788, confirmed to have no assets, were subsequently de-registered. As of their de-registration date, these associations lose their legal status and are prohibited from any legal actions, with their bank accounts frozen.

This marks the fourth such de-registration round by the Registrar, part of an ongoing effort to enforce reporting duties and maintain an accurate registry. Approximately 8,000 associations have been de-registered to date for failing to submit annual reports, preventing oversight into how their funds are utilized.

Shuli Avni Shoham, the Registrar of Associations, emphasized that associations operate on public trust and often rely on donations. She stated that de-registration is a necessary measure to ensure compliance, transparency, and the proper use of funds for their stated legal objectives, preventing illicit profit distribution. Shoham affirmed the ministry's commitment to enhancing compliance and ensuring the public has access to reliable information about associations operating in Israel.
