Israeli Minister Proposes Plan for Gaza Displacement
National Security Minister Itamar Ben-Gvir presented a plan on Thursday, dubbed "Separation Plan 710," which advocates for the "voluntary emigration" of Palestinians from the Gaza Strip. The plan, put forth by his party Otzma Yehudit as part of its election campaign, aims to encourage approximately 250,000 Gazans to leave within the first year, 1.11 million within three years, and 1.86 million within seven years. The total Palestinian population in Gaza is over 2.2 million.
To implement this initiative, Otzma Yehudit proposes establishing a dedicated government ministry for encouraging emigration from Gaza. This ministry would be headed by a minister, include a director-general, possess its own budget, and be equipped with a negotiation team and an implementation system.
The plan outlines that the emigration would occur through agreements with countries willing to accept Gazan migrants, involving "organized" migration routes and aid packages. It also suggests an initial Israeli investment of $10 billion, alongside a budget framework of approximately 50 billion shekels, to be coordinated with nations that agree to receive the displaced Gazans.
