New Construction Safety Reform Expands Responsibility and May Raise Housing Costs from October
A comprehensive amendment to construction safety regulations will take effect on October 16, 2026, expanding accountability beyond site managers and contractors to include developers and additional key roles. Currently, primary responsibility lies with the construction executor and site manager, but the reform directly holds project initiators, such as developers, responsible for safety compliance.
Under the new rules, safety supervisors must report serious risks and have the authority to halt work immediately if there is imminent danger, notifying regional labor inspectors. This added layer of oversight aims to prevent accidents and improve worker and public safety on construction sites.
Industry experts warn that these changes could introduce new costs, potentially affecting project timelines and increasing housing prices. Stopping work due to safety violations may delay projects and raise expenses for developers and contractors. Corporate leadership, including CEOs and board members, will also face greater scrutiny to ensure effective safety controls, clear delegation of responsibilities, and ongoing monitoring.
Legal expert Gil Dahoch emphasized that the reform shifts safety from a purely operational concern to a corporate governance and risk management issue. While the full financial impact on housing prices remains uncertain, the reform marks a significant step in enhancing construction site safety in Israel.
