IDF Faces Urgent Apache Helicopter Shortage as Purchase Approval Delays Risk Production Slot

The Israeli Defense Forces urgently need to acquire new helicopters, but their order for 12 Apache attack helicopters is at risk of delay due to funding approval issues. The Cabinet Committee on Procurement has twice granted only preliminary approval for the purchase, contingent on the Defense Ministry securing financial backing from the Finance Ministry. Without a firm financial commitment within days, Israel risks losing its production slot in the U.S. manufacturing line, potentially delaying delivery by several years and doubling the cost per helicopter.

The Defense establishment is frustrated with Finance Minister Bezalel Smotrich, whom they accuse of causing procurement delays. Prime Minister Benjamin Netanyahu has spearheaded a 10-year, 350 billion shekel plan to rebuild the IDF’s capabilities following the "Sword of Iron" war. This plan includes acquiring new F-35 and F-15EX fighter squadrons and urgently modernizing the Air Force’s helicopter fleet, which currently operates aging Apache A and D models with scarce spare parts.

The IDF aims to initially purchase 12 new Apaches to maintain two squadrons, with a long-term goal of expanding to three squadrons totaling around 50 helicopters. Additionally, the IDF seeks to procure heavy transport CH-53K "Yas'ur" helicopters, with an immediate option to buy six more, potentially increasing to over 30 units in the future. The Navy also plans to exercise an option to acquire 10 additional "Reshef" missile boats, enhancing its strike capabilities.

Despite Netanyahu’s comprehensive modernization plan, the Finance Ministry opposes the program and is reportedly obstructing progress, particularly regarding the Apache helicopter deal. The Defense establishment hopes the Finance Ministry will soon finalize approval for the Boeing contract to avoid losing critical production slots and escalating costs.
