In an interview with Liron Avraham, Horowitz recounted how he was once forced to physically restrain Sara Netanyahu when she threatened to attack a senior official. He described Netanyahu's leadership style as a mix between a king and an emperor, asserting that since 2019, Israel has lacked a true democracy due to the concentration of power in the Prime Minister's Office.

Horowitz detailed a culture of personal loyalty oaths required from staff, which he opposed and refused to implement despite direct orders. He expressed horror at ongoing misconduct within the Prime Minister's Office, including the "Katareigate" scandal, and criticized the erosion of judicial independence and the dominance of Netanyahu's faction over the police and parliament. Horowitz also highlighted the significant influence of Netanyahu's family on government decisions, citing examples such as the "magnetometer affair" at the Temple Mount and interventions in policy decisions.

Reflecting on his tenure, Horowitz said he initially admired Netanyahu and sought to serve the state, but over time realized the leader's self-perception was far removed from democratic norms. He revealed that he repeatedly challenged Netanyahu on improper actions but saw little change. The breaking point came after the violent episode involving Sara Netanyahu, which led him to request to leave his position.

Since leaving, Horowitz has undergone a profound personal transformation, especially after the October 7 attacks, which he says changed both the country and himself. He has become a vocal critic of Netanyahu and an advocate for new leadership, currently heading the team of Gadi Eisenkot, Netanyahu's main political rival. Horowitz supports Eisenkot's leadership style as disciplined and strategic and believes Netanyahu will fight to the end but ultimately lose. He outlined plans for Eisenkot's first 100 days, including establishing a state commission of inquiry and limiting prime ministerial terms to two.

Horowitz's revelations provide rare insider insight into the workings of Netanyahu's office, the blending of family and state affairs, and the challenges facing Israeli democracy today.
