Iran Proposes Strategic Control Plan for Strait of Hormuz Banning Israeli and US Ships

Iran's National Security Committee is reviewing the initial draft of a "Strategic Plan for Managing the Strait of Hormuz," according to Iranian news agency Tasnim, citing parliamentary leader Ali Salimi. The plan includes a ban on passage through the strait for vessels from the US, Israel, and other hostile countries. It also prohibits the transit of Israeli-related cargo, whether military or civilian, and any vessels or cargo involved in actions against the resistance axis. Countries and individuals who have caused damage to Iran will be denied passage until compensation is paid, though this likely excludes the US and Israel.

The plan proposes heavy fines of up to 20% of cargo value for violations. The Iranian government would assume responsibilities such as navigation guidance, vessel traffic supervision, and security and environmental protection of the Persian Gulf, in cooperation with military forces. Meanwhile, Iranian news agency Fars reported that under negotiations with Oman, ships would enter the strait via the northern corridor near Iran's coast and exit through the southern corridor near Oman's coast for a transitional period. After a set deadline, all traffic would be routed through the central corridor, with Iran managing entry and Iran and Oman jointly managing exit.

Fees for ships passing through the strait would be charged based on various services like insurance, refueling, and environmental fees. Reports indicate that Iran and Oman have finalized the draft agreement to reopen the strait, pending final approval from Iran's Supreme Leader Mojtaba Khamenei. However, Iranian President Masoud Pezeshkian reportedly stated that negotiations with Khamenei are currently very difficult. Sources also noted that Iran has already conceded some control over the strait, but details on the exact nature of control remain unresolved.
