Israel Faces Democratic Risk Without State Comptroller Overseeing Elections

Israel is currently experiencing an unprecedented legal and public crisis due to the absence of a State Comptroller. This vacancy creates a functional void in a critical institution responsible for safeguarding public trust in the integrity and fairness of the electoral process. The State Comptroller serves dual essential roles: as a supreme regulator of the political system and as a protector of democratic procedures, overseeing party financing and the administrative conduct of the Central Elections Committee.

Past reports by the Comptroller have uncovered significant violations, including millions of shekels in irregularities, illegal donations, negligent financial management, and unlawful use of public resources for political purposes across the political spectrum. Without this oversight, the party financing law becomes ineffective, risking unfair advantages for wealthy or law-defying actors. The Comptroller uniquely holds the authority to impose substantial financial penalties that deter political misconduct.

Additionally, from the announcement of election dates through vote counting, the Comptroller’s office has conducted real-time audits on election administration aspects such as cybersecurity of voter registries, training of election supervisors and committee members, data flow, and ballot counting. These audits have been vital in promptly addressing deficiencies, thereby protecting each citizen’s vote from fraud and maintaining public confidence in election integrity.

Only the State Comptroller personally can initiate audits, approve drafts, and impose fines. The current lack of a Comptroller paralyzes these critical functions, especially during an election cycle, posing a serious threat to Israeli democracy. Given the current low public trust in state institutions and widespread conspiracy theories about election fraud, appointing a new Comptroller swiftly is imperative. This will restore objective oversight, ensure enforcement of party financing laws, and verify the proper management of elections.

Eli Marzel, former Director General of the State Comptroller’s Office and Public Complaints Commissioner, now heads the Academic College of Tel Aviv-Yaffo, emphasized the urgent need for this appointment to protect the democratic foundation shared by all Israelis regardless of political affiliation.
