Israeli Parliament Approves Converting Empty Office Spaces into Housing Units

The Israeli Knesset has passed a new amendment aimed at facilitating the conversion of vacant office and commercial spaces into residential apartments. This legislative change seeks to address the housing shortage by repurposing underutilized real estate in urban centers where demand for housing is high.

However, experts in the real estate sector caution that this is not a straightforward solution. According to industry professional Fridberg, office buildings were originally designed for different uses than residential buildings, and simply reconfiguring floor layouts is often insufficient. Structural challenges include floor load capacities, plumbing, sewage, ventilation systems, elevator core locations, and window placements. Additional modifications such as adding balconies or meeting residential safety standards may require extensive engineering work.

Moreover, some projects will necessitate changes to municipal building plans, potentially prolonging approval processes and increasing costs. Financial viability is also uncertain; developers must demonstrate that conversion investments outweigh the benefits of maintaining office use or demolishing and rebuilding. Success depends on property location, local housing demand, adaptation costs, and the willingness of authorities to expedite procedures.

When conditions are favorable, conversions can benefit all parties involved. Property owners gain new income streams, business districts become more vibrant during evening hours, and the public gains much-needed housing solutions in central urban areas. Fridberg emphasizes that in suitable cases, such transformations can revitalize neighborhoods, support local commerce, and reduce the number of unused buildings.
