Israeli Court Rejects Ramat Hasharon Municipality's Appeal, Greenlights Israel Canada’s Large-Scale Alco Complex Project

The Tel Aviv District Court dismissed the appeal filed by the Ramat Hasharon Local Planning and Building Committee against the advancement of the "Alco Complex" project promoted by Israel Canada in Ramat Hasharon. The plan, set to be approved by August 2025, envisions creating a new urban district combining residential, commercial, employment, and public spaces. The appeal challenged a decision by the National Planning and Building Council's Appeals Committee, which about a year ago rejected the municipality's objection to the district committee's approval of the plan.

During the hearing, Judge Limor Bibi advised the municipality to withdraw its appeal, leading the city to announce its withdrawal and request no legal costs be imposed. This ended the legal process that had sought to delay the project. Judge Bibi ruled, "In light of the appellant's notice, the petition is dismissed." With this ruling, the planning process for the project is now complete, allowing Israel Canada, controlled by Barak Rozen and Assi Tuchmaier, to proceed with licensing and development stages.

The plan covers the former Alco factory site, spanning approximately 56 dunams at Ramat Hasharon's eastern entrance near the Morasha interchange. It aims to revitalize the city's old industrial zone between HaNevi'im and HaHaroshet streets and highways 4 and 5. The project includes about 600 housing units in buildings up to nine stories, approximately 150,000 square meters of commercial and employment space in four towers up to 20 stories connected by podium levels with active retail fronts, and public facilities such as a school, open public areas, community institutions, and a 7.5-dunam area designated for a transportation terminal and urban uses.

Barak Rozen, CEO and owner of Israel Canada, expressed satisfaction with the court's decision, emphasizing the project's thorough planning process and public interest benefits. He highlighted that with the legal hurdle cleared, focus can now shift to constructing a new urban district integrating housing, employment, commerce, public buildings, and green spaces, significantly contributing to Ramat Hasharon's development.
