Tel Aviv Tops Employer Costs but Offers Low Net Pay for Employees Compared Globally

The story · English

A recent comparative study by Payoneer Workforce Management highlights Tel Aviv as one of the most expensive cities worldwide for employers, yet among the least rewarding for employees in terms of net salary. The analysis examined the total employment cost of a mid-level marketing manager across six U.S. cities, six European cities, and Tel Aviv, factoring in mandatory payments, contributions, and taxes beyond gross salary.

In a scenario with a uniform gross salary of $75,000, employer costs in Tel Aviv reached $103,161 annually, about 37.5% above the gross salary, placing it among the highest globally. When using median local salaries, Tel Aviv’s gross salary was estimated at $84,000, with total employer costs rising to $115,539, making it the most expensive European city tested and second only to San Francisco ($118,720).

Despite high employer costs, employees in Tel Aviv receive a comparatively low net salary. A marketing manager’s net annual pay in Tel Aviv is estimated at $56,339, significantly less than the $64,407 net in Nashville, where gross salaries are lower. This discrepancy underscores that high employer expenses do not translate into higher take-home pay.

The study emphasizes that Israeli companies, especially in the tech sector with a growing international workforce (about 440,000 employees abroad versus 400,000 domestically), must consider total employment costs and net pay rather than gross salary alone when expanding globally. Factors such as mandatory payments, tax systems, currency exchange rates, and additional hiring costs must be evaluated to avoid unexpectedly high expenses and disappointing employee compensation.

The data was cross-referenced with Glassdoor, government labor statistics, and job postings, with currency rates as of April 2026. The findings serve as a crucial guide for Israeli firms planning to open new positions abroad, highlighting the complexity of global hiring costs and employee remuneration.
