A comprehensive investigation by the Center for Empowering the Citizen (CECI) and Globes reveals systemic issues in Israel's public sector recruitment process, particularly within the Civil Service Commission. The study, based on over 100 monitoring reports and data from 2020 to 2024, highlights that a significant portion of appeals against candidate disqualifications, about 65.7%, stem from failure to meet rigid formal eligibility criteria. These criteria require candidates to submit detailed, officially signed documents from previous employers, often difficult to obtain due to company closures or other obstacles, leading to the exclusion of highly qualified applicants.

The research identifies excessive formalism and defensive bureaucratic practices as root causes, where fear of legal challenges and the need to uphold equality principles have resulted in complex, archaic language in job postings and multiple layers of procedural checks. This has created a bottleneck where appeals against disqualifications have become routine, consuming substantial resources equivalent to three full-time employees just for non-senior positions. Moreover, candidates can submit multiple appeals on the same issue, prolonging hiring processes for months or even a year.

In contrast, other major public bodies like Tel Aviv Municipality and the Israel Electric Corporation employ more flexible recruitment models. They rely initially on candidates’ resumes or declarations without demanding extensive documentation upfront, involve hiring managers deeply throughout the process, and resolve candidate concerns informally by direct communication, reducing formal appeals.

The Civil Service Commission acknowledges the burden but defends the appeals mechanism as essential for fairness and transparency. It is implementing reforms aligned with the report’s recommendations, including simplifying language in job ads, introducing a digital appeals form with strict deadlines, limiting appeals to one per candidate, and piloting the transfer of initial appeal reviews to the hiring ministries. Plans also include adopting new HR technology to automate recruitment and appeals processes.

The report urges a shift from administrative formality to substantive evaluation to prevent losing talented candidates and to improve public sector efficiency. It calls for clearer job requirements, a candidate declaration model with penalties for false claims, early direct communication with candidates to clarify issues, and a modernized digital infrastructure. These changes aim to reduce bureaucratic overload, enhance recruitment quality, and restore trust in government hiring practices.
