Israel Begins Crocodile Moat Pilot Around Ketziot Prison to Deter Security Prisoner Escapes

Initial excavation work has started at Ketziot Prison in southern Israel to build a crocodile moat as a security measure around the facility holding Palestinian security prisoners, including members of the Nukhba unit. The project, promoted by National Security Minister Itamar Ben-Gvir, involves creating a 180-meter water channel to house crocodiles imported from abroad, aiming to deter escape attempts. This pilot will determine whether the concept expands to other security prisons.

Last week, Environment Minister Idit Silman approved a regulatory amendment reclassifying crocodiles as "managed wild animals," allowing their captivity outside zoos and removing legal obstacles for the pilot. Silman defended the initiative on 103fm radio, emphasizing it is a practical deterrent supported by the Israel Prison Service, stating, "We are speaking a language our enemies understand." She highlighted the sharp rise in security prisoners since October 7 and the need for additional deterrents.

The plan has sparked local opposition, notably from Eran Doron, head of the Ramat Negev Regional Council where Ketziot is located. Doron criticized the project as an expensive gimmick, arguing funds should instead address local crime through police presence and weapons control. Animal rights groups also opposed the crocodile reclassification, citing welfare concerns. Security officials questioned the moat's effectiveness, referencing similar failed attempts in the U.S., and urged focus on reducing street crime rather than symbolic measures.

The minister's office responded to criticism by asserting that dangerous criminals deserve to be guarded by a creature as fierce as themselves, contrasting this approach with past lethal measures against crocodiles in Israel. The project remains controversial amid debates over its cost, ethics, and security value.
