Israeli Planning Authority Warns Against Halting Northern Israel Reconstruction Committee
The Knesset's Interior Committee is set to discuss extending the validity of the National Committee for Preferred Housing Plans (VATAML) law for another year on Monday, July 6, 2026. The Planning Administration warns that without this extension, approximately 24,700 housing units planned for the reconstruction and renewal of northern Israeli cities could be halted. VATAML enables expedited approval of large residential projects by bypassing regular regional planning committees.
The committee, chaired by MK Itzhak Kroizer of Otzma Yehudit, will debate the bill to prolong VATAML's operation. Since its establishment in 2014 as a temporary four-year measure to boost housing supply, the committee's mandate has been repeatedly extended, though attempts to make it permanent have failed. VATAML has approved about 473,000 housing units across 165 plans, representing roughly 32% of all approved housing units in Israel during this period, with an average approval time of 9.6 months for urban renewal projects.
Key projects dependent on VATAML include the Nahariya central bus station area with around 7,000 housing units, the Maginim complex in Tiberias with 1,551 units, and the Tzuf Kamon neighborhood in Karmiel with 1,500 units, along with urban renewal sites in Kiryat Shmona, Kiryat Yam, and Kiryat Bialik. Planning Administration CEO Rafi Almaliach emphasized the urgency, stating, "The State of Israel does not have the privilege to stop now," and called VATAML the "growth engine for northern reconstruction," warning that delays would postpone thousands of housing units and urban renewal efforts.
Opponents, including the Moshav Movement and Kibbutz Movement, argue that the housing crisis stems from the pace of actual construction and marketing rather than a lack of approved plans, noting there is already a planning stock exceeding one million units. Environmental groups criticize VATAML for harming open and agricultural lands, while the Israeli Democracy Institute warns that VATAML circumvents standard planning institutions, making it harder for professionals and residents to file objections.
