תפילת "כל נדרי" נערכה בהר הבית במוצאי שבת, שעות ספורות לפני כניסת יום כיפור. התפילה התקיימה מוקדם מהרגיל, מכיוון שהמקום נסגר ליהודים בשעות הלילה. בשבוע שעבר, כ-600 יהודים עלו להר הבית לתפילות ראש השנה, שיא במספר העולים ליום אחד בחג. המתפללים השתמשו בחוברות תפילה ותקעו בשופרות ובחצוצרות כסף, כאשר הפעם המשטרה אפשרה להם להשלים את התקיעות בניגוד למקרים קודמים.

ביום הראשון של ראש השנה, הר הבית היה סגור ליהודים מכיוון שהחג חל בשבת, בהתאם למדיניות המשטרה. ביום השני, המשטרה אפשרה כניסה אך הגבילה את מספר העולים ל-30 איש בכל קבוצה, מה שגרם לעיכובים ולהמתנות ארוכות. חלק מהממתינים הופנו לעלייה קצרה בלבד, בטענת המשטרה כי הזמן שהוקצה לכניסת יהודים הסתיים.
