ארגון הטרור חמאס קיבל אחריות רשמית על פיגוע הירי שאירע בסמוך ליישוב נווה צוף שבבנימין. בהודעה שפרסם הארגון, הוא כינה את הפיגוע "פעולה הירואית" וטען כי הוא מהווה תגובה לביקור ראש הממשלה בנימין נתניהו במנהרות הכותל, וכן על רקע פעילות המתיישבים ביהודה ושומרון. חמאס קרא להסלמת הפיגועים והעימותים בגזרה, ודחק בתושבים הפלשתינים להגביר את החיכוך מול מתיישבים וכוחות הביטחון במטרה להעמיק את המתיחות הביטחונית.
