משרד החוץ הישראלי דורש מבלגיה התנצלות רשמית בעקבות חשיפת קשר של עובד סיוע בלגי, שנספה בתקיפה ישראלית ברפיח, לארגון הטרור חמאס. העובד, עבדאללה ג'מאל סובהי נבהאן, שימש כנציג פיתוח עסקי בסוכנות הסיוע הבינלאומי הבלגית Enabel.

בסוף אפריל 2024, לאחר מותו של נבהאן בתקיפה ברפיח, גינתה בחריפות בלגיה את ישראל, שרת החוץ הבלגית אף זימנה את שגריר ישראל לשימוע. אולם, חקירה ישראלית עדכנית העלתה כי נבהאן היה פעיל בזרוע הצבאית של חמאס, גדודי חאן יונס, וכי תפקידו האזרחי שימש ככיסוי לפעילות טרור.
