Israel's Central Elections Committee Details Measures to Prevent Election Fraud and Regulate Campaign Content

With 64 days remaining until the Israeli Knesset elections, the Central Elections Committee has entered a heightened state of readiness to ensure the integrity of the electoral process. The committee is responsible for managing the elections, including overseeing ballot counting, maintaining election fairness, and ensuring the process is conducted legally and freely. The committee chair also adjudicates petitions regarding violations of election campaign laws and related issues.

On election day, the committee operates polling stations, employing numerous staff such as polling secretaries, election integrity supervisors, and orderlies. To prevent fraud, voting is conducted using paper ballots, eliminating risks of electronic vote manipulation. Polling stations are monitored by representatives from the committee and various political parties to ensure transparency during voting and counting. Additionally, election integrity supervisors and Israeli police officers are present to detect and prevent irregularities.

Beyond visible measures, the committee undertakes covert operations to safeguard election results and conducts a special audit of election outcomes in the week following the vote. However, the committee chair’s authority is legally defined and limited; not all election-related issues fall under their jurisdiction. Government ministries, law enforcement, security agencies, and other public bodies continue to operate under their own mandates during the election period.

Regarding campaign content, the committee chair reviews petitions alleging violations of election advertising laws and can order the removal of infringing materials if violations are proven. Such petitions must follow formal procedures. Israeli election law prohibits using public assets, the military, or children in campaign advertising, and requires clear disclosure of campaign sponsors. Digital campaign materials, including those created or significantly altered by artificial intelligence, must be clearly labeled as such.

The chair does not remove campaign content on their own initiative but only after receiving and reviewing petitions. Decisions may be made swiftly or after hearing responses from the content publishers. Temporary removal orders can be issued pending final rulings. This process ensures due process while maintaining compliance with election laws.
