As US President Donald Trump seeks to resolve tensions with Iran, Tehran's hardline leadership is formulating a new strategy focused on offensive actions. According to Iranian officials, the aim is to maintain continuous pressure and shift the global power balance if the regime's demands are unmet. Concurrently, National Security Council head Hossein Rezaei and new Revolutionary Guards commander Ahmad Vahidi believe that sustained fighting and pressure are the only ways to extract concessions from Washington.

Tehran is focusing on developing advanced missile technology and innovative drone use. This approach includes attacks on oil tankers in the Gulf to keep energy prices high and leveraging regional proxies like Yemen’s Houthis to threaten oil infrastructure and shipping lanes.
