An Israeli security official told Maariv, "We have reduced targeted killings to allow the negotiations to proceed. We do not want to interfere or spoil the process. However, if there is intelligence about an immediate threat to IDF forces or nearby communities, we will carry out preemptive strikes." The IDF assesses that Hamas is exploiting the change in Israeli tactics to strengthen its control over Gaza and enhance its operational readiness.
