Israeli Football Association Proposes Major Changes to League Regulations Including Match Replays and Harsher Fan Penalties

Following disturbances in last season's Israeli Premier League, the Israel Football Association (IFA) announced significant proposed changes to league regulations aimed at improving disciplinary measures and preserving sporting integrity. The IFA's management is set to discuss these changes, which stem from a dedicated committee formed after multiple matches were canceled or abandoned due to fan violence.

The committee conducted a comprehensive review, including international case studies and consultations with club representatives, legal experts, and referees. Their recommendations include defaulting to replaying matches without spectators if a game is canceled before it starts due to fan misconduct. If a match is stopped mid-game, the default will be a continuation replay without fans, with the disciplinary tribunal having discretion based on the circumstances and score at stoppage.

When away fans cause disruptions, the replay will exclude away supporters, and the visiting team will bear the costs. Disciplinary decisions on such matches will be expedited within 48 hours of cancellation. The points deduction for fan-related cancellations will increase from one to two points, though teams can reduce this penalty by proving they took concrete measures against offending fans.

Additionally, the IFA improved rules on bans for selling tickets to away fans, ensuring such punishments are not served twice against the same opponent and can be deferred to later matches. Notably, in the second round of the upper playoff, ticket bans will not apply to matches between the first and second ranked teams, often considered the "match of the season." These changes aim to balance sporting fairness with stronger deterrents against fan violence.
