Delays Erode Benefits for Winners of Israel’s Subsidized Housing Lottery
Israel’s “Apartment at a Discount” program, which offers thousands of subsidized homes nationwide, remains a coveted opportunity for tens of thousands hoping to buy property below market prices. However, despite the program’s popularity and the surge in housing prices and financing costs, winning the lottery does not always guarantee a profitable deal. Many winners face long waits of several years before receiving their apartments, during which some projects are delayed or canceled, diminishing the financial advantage originally offered.
A May 2023 lottery in the city of Harish illustrates this issue. The price was set at about 11,600 shekels per square meter including VAT, based on a 2022 appraisal. Since then, Harish’s housing market has softened due to oversupply and previous subsidized housing programs, causing prices to fall and narrowing the gap between market rates and lottery prices. This example highlights that the benefit of winning depends heavily on market conditions remaining stable until handover, which is often not the case.
Winners continue to pay rent and face rising financing costs during the wait, risking the erosion of their initial discount. While some lotteries still offer significant savings, the time factor imposes a hidden cost that can substantially reduce the program’s intended advantage.
