Israel and Lebanon Resume Negotiations in Rome Despite Deadly Border Incident

Israel and Lebanon resumed their seventh round of negotiations in Rome on Thursday, despite a recent deadly incident in southern Lebanon where two Israeli soldiers were killed and four others severely wounded. The talks, mediated by the United States, had initially been at risk of collapse after Israel considered a significant military response and refused to continue negotiations following the attack.

According to Lebanese reports, Washington intervened urgently to prevent escalation and preserve the momentum of the peace talks. The negotiations are progressing along three main tracks: political, military, and border issues. Progress has been reported on the land border demarcation, with historical documents presented and disputed points along the Blue Line discussed.

On the military track, discussions focus on "model areas" where the Lebanese army would assume responsibility for specific zones to replace Hezbollah militants. Lebanon proposed Bint Jbeil and Al-Hiyam as initial model areas, but Israel has yet to respond, and U.S. officials doubt the Lebanese army's operational capacity to conduct actions such as tunnel destruction and weapons seizures.

The political track remains contentious, particularly over the verification and monitoring mechanism. Israel insists on direct oversight, while Lebanon prefers American or European monitors. Due to mutual objections to France and Spain, Italy may be selected as the supervising mediator.

The recent violence stems from an operation in the village of Majdal Zun, where a Hezbollah-planted explosive killed two reserve Israeli officers and injured four soldiers. In response, the IDF launched targeted strikes in southern Lebanon, citing Hezbollah's violations of the ceasefire, including a drone attack on Israeli engineering forces. The Lebanese army, intended as a stabilizing force, faces challenges enforcing security and is reluctant to conduct searches of booby-trapped buildings, allowing militants operational freedom.

The intelligence and operational assessments indicate that the mission in Lebanon remains incomplete, underscoring ongoing tensions despite diplomatic efforts.
