Israel Begins Printing Graphic Health Warnings on All Tobacco Packaging to Combat Smoking

Starting today, Israel joins approximately 140 countries worldwide in mandating graphic health warnings on all tobacco product packaging. This move aligns with the World Health Organization's Framework Convention on Tobacco Control (FCTC), which Israel signed in June 2003 and ratified in August 2005. The treaty aims to protect the public from the harmful health, social, environmental, and economic effects of tobacco use and exposure.

The new law requires that warnings, including graphic images and scientific content, cover 75% of the surface area on all tobacco products, including electronic cigarettes, hookahs, rolling tobacco, and nicotine pouches. Additionally, the packaging will feature information directing consumers to the national smoking cessation hotline and health maintenance organizations.

Moshe Bar-Chaim, CEO of the Israel Cancer Association, called the implementation a "dramatic milestone" in the fight against smoking, emphasizing that the images create an immediate connection between tobacco products and the over 1,000 monthly deaths in Israel caused by smoking-related diseases. He expressed concern over rising smoking rates among youth, particularly the use of electronic cigarettes and nicotine pouches, which often go unnoticed by parents.

Bar-Chaim stressed that combating smoking must be a national priority, requiring comprehensive strategies including strict enforcement of public smoking bans, increased taxation, continued public education, advertising restrictions, and a total ban on flavored tobacco products designed to attract young users. The Ministry of Health developed the warnings with sensitivity to cultural and religious factors to ensure effectiveness across all sectors, supported by a coalition of anti-smoking organizations including the Israel Cancer Association.
