Israeli Family Receives Compensation for Botched Murder Investigation a Decade Later
Nearly a decade after the brutal murder of Tehila Nagar near the Migdale settlement, her family will receive 140,000 shekels from the Israeli state as compensation for serious investigative failures. The Tel Aviv Magistrate's Court, presided over by Judge Aviyam Barkai, approved a settlement agreement between the parties, granting it the status of a court ruling. In 2016, Tehila Nagar, a 31-year-old kibbutz member from Ginosar, was killed by her partner, Raid Rosharush, near her home. Following the investigation, the Northern District Prosecutor's Office charged Rosharush with murder. Due to significant investigative shortcomings, the prosecution reached a plea deal with Rosharush, who pled guilty to manslaughter. The Nazareth District Court sentenced him to 19 years in prison.
The original indictment detailed a violent attack where Rosharush assaulted Nagar, strangled her, and fatally struck her head with a 30-kilogram stone, causing her death. After the conviction, the Nagar family sought legal aid to file a lawsuit against the state for negligence in the murder investigation. Legal aid appointed attorney Galit Lubetsky, an expert in representing crime victims, to represent the bereaved family. Lubetsky and Lilach Veit, head of the homicide victims' division in Haifa Legal Aid, described the compensation as a "small light in a great darkness" amid the family's trauma.
Tehila's father, Yigal Nagar, emphasized the family's determination from the start not to remain silent about the investigative failures, noting that these failures prevented the perpetrator from receiving a life sentence. The compensation will be used to renovate a youth and soldiers' club named FAME, in memory of Tehila.
