Legal Dispute Erupts Over Kaplan-Linked Flights Funding Opposition Voters Abroad

A new initiative linked to Kaplan-affiliated organizations offers funded flights and accommodation for opposition voters abroad to return to Israel for the upcoming elections. The project, which includes organized travel and lodging in private homes, has raised legal concerns regarding its compliance with election laws.

Ilan Bombach, the Likud party's legal advisor, sent a letter to Supreme Court Justice Noam Solberg alleging that the initiative violates the election law's prohibition on offering benefits to voters. Bombach argued that providing flights and hospitality constitutes illegal voter inducement or bribery.

In response, Yifat Siminovsky, the elections legal advisor, dismissed the complaint and instructed Bombach to file a formal petition if he believed a criminal offense had occurred or if intervention by the Central Elections Committee chairman was warranted. Bombach criticized this response, emphasizing that the organized benefits clearly aim to influence voting behavior and called for clearer guidelines rather than pursuing complaints.

The dispute highlights tensions over election conduct and the legal boundaries of voter mobilization efforts ahead of Israel's 2026 elections.
