Among those present were former U.S. President Donald Trump, Israeli Prime Minister Benjamin Netanyahu, and Ukrainian President Volodymyr Zelensky, alongside numerous American dignitaries. Prior to the ceremony, Netanyahu held extended discussions with U.S. Secretary of State Marco Rubio and Secretary of Defense Pete Hegseth, though the content of their talks was not disclosed.

Senator Graham, who represented South Carolina, passed away suddenly on July 11 at age 71 due to heart disease. Trump, who initially faced opposition from Graham early in his political career but later gained his strong support, described him as a "great politician and a great gentleman," noting their relationship evolved into a close friendship. Graham was widely recognized for his staunch support of Israel and Ukraine, as well as his firm stance against Russia and Iran.

Just one day before his death, Graham met with President Zelensky in Kyiv during his tenth visit to Ukraine since the Russian invasion began. In his final days, he actively worked to advance a new bipartisan sanctions package targeting Russia.
