Jerusalem and Tel Aviv Lead Israel’s New Housing Construction Amid Stark Regional Disparities

Israel’s housing construction landscape in 2024 reveals a striking imbalance, with Jerusalem and Tel Aviv spearheading a surge in new residential developments while many other cities experience stagnation or decline. According to the Ministry of Interior’s 2026 Local Government Status Report, Jerusalem topped the list with 6,104 new housing starts, nearly tripling its 2020 figure of 2,266. Tel Aviv followed with 4,692 starts, up from 3,364 in 2020, reflecting ongoing urban renewal and high-rise projects.

Southern port city Ashdod saw a remarkable jump from 936 starts in 2020 to 2,746 in 2024, while Bat Yam rose sharply due to large-scale urban renewal initiatives, reaching 2,154 new units. Haifa, Netanya, and Lod also recorded significant growth, with Lod’s rise from just 59 starts in 2020 to 1,668 in 2024 attributed to new neighborhood developments and government agreements.

Conversely, affluent cities with high socioeconomic status experienced a 14% drop in housing starts, signaling near saturation of available land and possibly deliberate policy to limit growth. Some cities that previously led construction, like Ashkelon and Harish, saw sharp declines after completing major projects. Ashkelon’s starts fell from a peak of nearly 4,000 units in 2021 to 1,149 in 2024.

Alarmingly, several municipalities recorded zero new housing starts in 2024, including Modiin Illit, Emmanuel, Beit El, and others, highlighting a severe development freeze amid Israel’s housing crisis. Other towns such as Beitar Illit and Kiryat Arba reported only a single new unit started all year. This dual reality underscores the deep disparities in Israel’s real estate market, with booming construction in central urban hubs contrasting with near-total stagnation in peripheral and some established communities.
