Israeli Court Upholds Detention of Accused Child Sex Offender and Former Shomrim Leader

The Israeli prosecution won an appeal on Tuesday to keep Haim Rotter, accused of rape and indecent acts against minors, in custody rather than releasing him to house arrest with electronic monitoring in Safed. The Supreme Court overturned a previous Tel Aviv District Court ruling that had allowed Rotter to be placed under house arrest. The appeal hearing was held behind closed doors, with one of Rotter's victims, Meir Ben Harush, attending to follow the proceedings. After the decision, Ben Harush expressed relief that Rotter would remain detained, condemning him as a perpetrator of severe crimes and likening him to Hitler for the atrocities committed against him.

Rotter, who served for about 15 years as chairman of the "Shomrim" community organization in Bnei Brak, is charged with exploiting his public position to sexually abuse complainants from 2009 to 2024. The prosecution argued that Rotter used his role to recruit volunteers, patrol the streets, and maintain close ties with the local police, thereby gaining public trust and influence which he allegedly abused to commit the offenses.

The district court had initially ruled for Rotter's release to house arrest after the victims testified, but the prosecution opposed this, citing insufficient supervision conditions and a real risk that Rotter could evade proper monitoring. The Supreme Court agreed with the prosecution's concerns and ordered Rotter to remain in detention pending further legal proceedings.
