Israeli Woman Faces 32 Baseless Legal Harassment Cases From Persistent Stalker Exploiting Court System
Eden, a bereaved partner of fallen Golani soldier Shon Carmeli, has been subjected to an obsessive legal harassment campaign by Dov Tzafrir, a man who impersonates deceased soldiers and files frivolous lawsuits. Since 2022, Tzafrir, who adopted the name of a fallen soldier and uses multiple aliases, has initiated 32 baseless legal proceedings against Eden and dozens of other individuals and government bodies, exploiting loopholes in the Israeli judicial system.
The harassment began after Eden responded once to a Facebook message from Tzafrir, who then escalated to sending threatening SMS messages invoking her late partner's memory. Despite court orders issued against him, Tzafrir repeatedly violated restraining orders and continued filing lawsuits, including criminal complaints, financial claims, and requests for arrest and travel bans. Eden describes the ordeal as a relentless "tornado" that left her paranoid and fearful for her safety.
Tzafrir also targeted the family of the soldier whose identity he assumed, as well as professional institutions like the Summit mental health rehabilitation center, which faced over 100 legal actions from him. Although Summit eventually secured a rare "blocking order" to prevent further lawsuits from Tzafrir, other victims remain vulnerable. Eden's lawyer highlights systemic failures, noting judges often approve repetitive and unfounded claims without verifying identities or cross-referencing ongoing cases.
The police have investigated complaints and filed charges in at least one case, but enforcement remains limited. Eden and her attorney are currently seeking a similar blocking order for her protection but face bureaucratic hurdles. Eden fears the harassment will continue indefinitely and may affect other bereaved families unless the legal system reforms to prevent abuse of court procedures.
The judiciary responded that courts strive to balance access to justice with preventing abuse and are working on legislation to empower courts to issue blocking orders and improve identity verification. The police confirmed ongoing investigations and legal actions against Tzafrir where warranted.
