Israeli Woman Faces 32 Baseless Legal Harassment Cases from Persistent Stalker Exploiting Court System
Eden, a bereaved partner of fallen Golani soldier Shon Carmeli, has been subjected to a relentless legal harassment campaign by Dov Tzafrir, a man who assumed the identity of a deceased Israeli soldier and initiated dozens of baseless lawsuits against her and others. The harassment began in 2022 after Eden responded once to a Facebook message from Tzafrir, who then escalated his obsession by sending threatening messages invoking her late partner and filing 32 different legal actions against her, including criminal complaints, restraining orders, and travel bans, despite them never having met.
Tzafrir, 42, who frequently changes his identity and recently adopted the name Zvi Hanasi, has also targeted other individuals and government bodies, including the Summit mental health rehabilitation center, which faced over 100 legal actions from him. He even sued their lawyer, Uri Banki, father of the late Shira Banki. Courts have struggled to contain his abuse of the legal system, often approving his filings without thorough verification, enabling him to continue his harassment.
Eden describes the psychological toll, including paranoia and fear for her safety, as Tzafrir disabled her phone and inundated her with messages. Although a court issued a restraining order against him after a hearing where the judge recognized the harassment, Tzafrir repeatedly violated it and continued filing new cases. Eden’s lawyer, Leah, criticizes the judiciary’s failure to effectively address the issue, noting judges often do not fully review the pattern of abuse.
The Israeli judiciary acknowledges the problem of legal abuse and is working on legislation to empower courts to issue "blocking orders" and improve identity verification. Meanwhile, Eden continues to fight the ongoing harassment, fearing it may target other bereaved families next. The police have opened investigations and filed charges in some cases, but many complaints remain unresolved.
