Jerusalem unveiled a new municipal digital wallet called MuniBox at the MUNI EXPO 2026 local government conference, becoming the first municipality in Israel to introduce a central system for managing education-related payments for residents. The launch was attended by Local Government Center chairman Haim Bibas, Jerusalem Mayor Moshe Lion, Local Government Center CEO Liron Doron Levi, and PayBox CEO Arik Frishman.
The system was developed by the Local Government Center together with PayBox and is designed to bring household financial interactions with the city into one platform. In its first stage, it will handle school fees, after-school programs, summer camps and extracurricular activities, with additional municipal services expected later.
MuniBox will let parents view all charges, make payments, track transaction history, and receive proactive alerts about upcoming payments and important updates on their mobile phones. The platform uses PayBox’s technology, already used by millions of Israelis, and has been adapted to municipal information systems for secure and fast data synchronization.
Lion said the launch offers thousands of Jerusalem families a simple, convenient and transparent way to manage education payments directly from a phone, and that the service will eventually expand to other city services to replace cumbersome bureaucracy with advanced digital systems. Bibas called it “an era of service, transparency and accessibility for the resident,” and said MuniBox is “much more than a payment platform” but a broad change in how local authorities communicate with residents.
